Chino has resisted providing sewer hookups to non-Chino residents or preserve sewer capacity. In addition, sewer lines are required as they do not exist. This is the basis for the cost. The non-Chino residents do not want to pay up front. The best option is an assessment district that sells bonds to raise the cost of construction and collects via tax liens on the property owners. But they don’t like this either. Further, Chino residents don’t want to pay for non-Chino residents.
The best way is to have the developers finance the sewer lines through a Mello Roos District that is paid by the homeowner. But these are not existing households.
