The issue of drinking water contamination in the Chino Basin is indeed a significant concern, with contaminants coming from both point and non-point sources. While efforts have been made to address point source contamination and regulate agricultural runoff, the issue of old failing septic systems remains unaddressed.

In 2018, it was identified that thousands of septic systems were contaminating the drinking water source in the Chino Basin. The United States Environmental Protection Agency has recognized septic systems as the number one source of groundwater pollution, with nitrate being the primary contaminant.

Research conducted by Stanford University has shown that pregnant women exposed to high levels of nitrate in their drinking water are at a greater risk of giving birth prematurely. The study found that compared to women exposed to low levels of nitrate, those exposed to higher levels had significantly increased odds of spontaneous preterm birth.

However, there is some positive news on this front. The Monte Vista Water District, which provides water utility service to unincorporated areas between Montclair and Chino in San Bernardino County, has taken steps to provide sewer collection services. By cutting off contamination at its source through sewer collection services, they are addressing this issue directly. The city of Chino continues to deprive the unincorporated resident sewer hookup unless they pay a very high fee. While the Monte Vista Water District has the authority to provide a reasonable sewer system.

It’s important for Monte Vista Water District to seek authorization from the San Bernardino County Local Agency Formation Commission for these powers so they can effectively carry out their plans and protect residents from further contamination.

Addressing failing septic systems and implementing comprehensive sewer collection services will be crucial steps towards safeguarding our drinking water sources and protecting public health in the Chino Basin.
